Notice of Race
Preamble – The notation ‘[NP]’ in a rule means that a boat may not protest or request redress under this rule. This changes Rules 60.4(a) and 61.3 as stated below. The notation ‘[DP]’ in a rule means the penalty for breaking this rule may, at the discretion of the jury, be more or less than a single disqualification. This changes Rule 60.5(c).
1 Rules
1.1 The event is governed by the rules as defined in The Racing Rules of Sailing. 
1.2 ILYA Regatta Conditions, ILYA Support Person Rules, ILYA Drone Policy, ILYA Trophy Policy, and ILYA Jury Policies, available at https://ilya.org/regatta/vnLEpZGLuw apply. 
1.3 In addition to other rules changed in this document and the Sailing Instructions, the following rules are changed:
1.3.1 RRS 41 adds: “(e) help to recover from the water and return on board a crew member, provided after return on board, the boat returns to the approximate location of the recovery. 
1.3.2 RRS 60.4(a) adds, “(4) if the protest is by a boat and is based on a rule with the notation [NP].”
1.3.3 RRS 60.5(c) adds, “(5) the protest is based on a rule with the notation [DP] and the protest committee decides the penalty shall be more or less than a single disqualification.”
1.3.4 RRS 61.3 adds, “or is a request by a boat and is based on a rule with the notation [NP].”
1.3.5 RRS 78.1 deletes “While a boat is racing,” and replaces that language with “From the time of arrival through all periods while racing,” 
1.3.6 RRS A5.4 is added, “A boat that is scored TLE by the race Committee shall be scored points for the finishing place 2 more than the number of boats that sailed the course prior to the finishing window expiration. 
1.3.7 RRS A10 adds” “TLE – Finishing Window Time Limit Expired. This changes RRS A10
1.3.8 RaceSense
1.3.8.1 RaceSense will be used for starts. RaceSense information is available to all boats. This changes RRS 41. 
1.3.8.2 Boats are required to provide or rent a Vakaros Atlas 2 or Edge and keep this device mounted as specified by RaceSense personnel and powered on while racing. 
1.3.8.3 [NP] Rental booking will be live approximately 30 days prior to the event. 
1.3.8.4 Boats are required to have an active RaceSense pass available for purchase at www.vakaros.com/pages/passes. Passes are included with device rentals. 
2 Sailing Instructions
2.1 The Sailing Instructions will be available after August 14, 2025 at https://ilya.org/regatta/3PXaBZt1J1. 
3 Communication
3.1 The official notice board will be located at https://ilya.org/regatta/3PXaBZt1J1. 
3.2 [DP] All boats shall carry a VHF radio capable of communicating on VHF Channels 16, and 72. 
3.3 Before going afloat and on the water, the race committee will make courtesy broadcasts to competitors on VHF radio on channel 72. 
3.4 [DP] While Racing, except in an emergency, a boat or support person shall not make voice or data transmissions and shall not receive voice or data communication that is not medically necessary or freely available to all boats. 
4 Eligibility and Entry
4.1 The event is open to boats of the MC Scow Class whose helmsperson is a member in good standing of the Inland Lake Yachting Association. 
4.2 Eligible boats may enter the event by registering online at https://ilya.org/regatta/3PXaBZt1J1.  
4.3 To be considered an entry in the event, a boat shall complete all registration requirements, pay all fees, and complete the on-site check-in process. 
5 Fees
5.1 The entry fees are as follows:

5.2 Youth is defined as a boat whose entire crew has not reached their 25th birthday prior to January 1, 2025
5.3 Other Fees:
5.3.1 [NP]Meals and soft goods will be available for purchase 
6 Crew Limitations
6.1 No accommodation will be made by the host or organizing authority for adding or removing crew outside the mooring area. 
7 Advertising
7.1 Boats may be required to display advertising chosen and supplied by the organizing authority. 
8 Schedule
8.1 The first date and time boats may arrive at 1200 on Thursday, August 21, 2025. 
8.2 On-site check-in is required by all entries and will occur from 1600 to 2000 on Thursday, August 21, 2025, and 0730 to 0900 on Friday, August 22, 2025
8.3 Dates of racing are Friday, August 22, 2025 through Sunday, August 24, 2025. 
8.4 Number of races: 8 races are scheduled. No more than 3 races will be completed on any race day. 
8.5 No practice race is scheduled.
8.6 The competitor briefing will be on the lawn at Pewaukee Yacht Club and via VHF 72 at 0830 on Friday, August 22, 2025.  
8.7 The scheduled warning for the first race of each day is 1000. 
8.8 On the last scheduled day of racing no warning signal will be made after 1400.
9 Equipment Inspection
9.1 Boats may be inspected at any time.
9.2 [DP] Boats shall also comply with RRS 78.1 from arrival until they have finished the last race of the series. 
10 Venue
10.1 NOR Addendum A shows the plan of the event venue ashore.
10.2 NOR Addendum B shows the racing area (venue). 
11 Courses
11.1 Courses will be windward/leeward courses with offset marks and gates. 
12 Scoring
12.1 3 races are required to be completed to constitute a series. 
12.2 When fewer than 6 races are completed, a boat’s series score shall be the total of her race scores. 
12.3 When 6 or more races are completed, a boat’s series score shall be the total of her race scores excluding her worst score. 
12.4 RRS 90.3(e) applies. 
13 Support Person Vessels
13.1 Support person vessels may be stored at Pewaukee Yacht Club on a first-come first-served basis. Priority will be given to Race Committee vessels. To arrange for support person vessel storage, contact the individual(s) listed at the bottom of this document. 
14 Berthing
14.1 [DP] Launching at Pewaukee Yacht Club will be by ramp. Bring a buoy with adequate ground tackle for 15’ of water and a mud bottom. 
14.2 [DP] Boats at Pewaukee Yacht club shall be kept in their assigned places in mooring field. No boats may be stored ashore overnight without permission from Race Committee. 
15 Risk Statement
15.1 RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.’ By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent to the sport of sailing is the risk of permanent catastrophic injury or death by drowning, trauma, hypothermia or other causes.
16 [NP] Insurance
16.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $300,000 per incident or the equivalent. 
17 Prizes
17.1.1 Trophies will be awarded as directed by the ILYA Trophy Policy
